Janitor

American Embassy Kampala is seeking an individual for the position of Janitor.

Note:  All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.

BASIC FUNCTION OF POSITION

Performs janitorial work in the Embassy, General Services Office (GSO) and performs laborer duties during increased workload.

REQUIRED QUALIFICATIONS

1.  Education Required: Completion of elementary school is required.

2.  Work Experience:  One year of experience as general laborer/janitor is required.

Electrician

The American Embassy Kampala is seeking one qualified individual for the position of Electrician.

Note:  All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.


BASIC FUNCTION OF POSITION

Performs duties and shift work involving the routine operation, minor maintenance and repair of building equipment and machines, components associated with the power supply system, fire detection, suppression and prevention system, central air conditioning system, air filtration systems, security lighting, water heating and filtration systems at the Chancery and the Chancery compound.

REQUIRED QUALIFICATIONS

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education Required: Completion of lower secondary school (O) level and completion of vocational training from a recognized institution producing journeyman level electricians is required.

2.  Work Experience:  Three years of journeyman electrical experience is required.
 
3.   Language Requirement: Ability to speak, read and write in English (Level II) is required.

4.   Knowledge:  Must have full journeyman knowledge of established practices and procedures of the electrical trade.
  
 5.  Skills and Abilities:  Ability to use all tools of the trade, and to determine extent of damage of problem and act accordingly.  Must have a valid driver's license is required.

Plumber

American Embassy Kampala is seeking to hire a qualified person for the position of Plumber.

BASIC FUNCTION OF POSITION

Serves as one of the plumbers in GSO which has responsibility for government owned and leased properties and office buildings concerning all plumbing matters that may include installing, maintaining, and repair of all plumbing systems.  Incumbent is responsible for installing plumbing systems that may include but is not limited to laying water supply pipelines, control valves and drainage systems, installing over head tanks, water pumps, heaters, distillers, filters, constructing drainage channels man holes, and hook up new fuel supply lines.

REQUIRED QUALIFICATIONS

1.  Education required: Completion of O levels and vocational training from a recognized institution producing journeyman level painter is required.
 
2.  Work Experience: Three years of journeyman plumbing work experience is required.

4.  Knowledge:  Must have full journeyman knowledge of established practices and procedures of plumbing trade.

Medical Research (Lab) Specialist

CDC in Uganda is seeking a qualified individual for the position of Medical Research (Lab) Specialist at the Tororo Offices.

BASIC FUNCTION OF POSITION

Incumbent serves as the officer with primary responsibility for the quality of all laboratory testing in CDC/UVRI laboratories in the Tororo field station, by providing direct technical supervision of staff as head of one of five sections in the labs: Chemistry/Repository, Molecular, Serology, Immunology, and Tororo.  Conducts sophisticated molecular testing and has primary responsibility for training and re-training staff in molecular techniques.


REQUIRED QUALIFICATIONS

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education Required:-Bachelor of Science Degree is required
 
2.  Work Experience:- Three to five years of progressive work experience in research laboratory is required.   

3.  Language Requirement:- Level IV (fluent) English speaking and writing ability is required.

4.  Knowledge:- Must have knowledge of testing procedures for HIV-related laboratory tests, health laboratory services and laboratory management procedures is required. 
 
5.  Skills: Highly innovative and well-trained individual, with a wide range of skills and ability to work unsupervised.  Ability to perform complete range of laboratory functions is required.

SELECTION PROCESS

When equally qualified, Eligible Family Members and U.S. Veterans will be given preference.  Therefore, it is essential that all candidates address the required qualifications above in the application AND must be able to pass a thorough security background investigation.

After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews.  The selected candidate must pass pre-employment medical and security investigations before beginning work.  The initial appointment period is one year, subject to renewal. 

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.


ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 

2.  Current employees serving a probationary period are not eligible to apply.

3.  Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

4.  The candidate must be able to obtain and hold a SECRET security clearance.

DEFINITIONS

Appointment Eligible Family Member (AEFM):  A type of EFM that is eligible for direct hire employment
on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets
all of the following criteria:
--US citizen;
--Spouse or dependent who is at least age 18;
--Listed on the travel orders of a Foreign or Civil Service employee or uniformed service member
permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG
agency that is under COM authority;
--Is resident at the sponsoring employee's or uniform service member's post of assignment abroad, approved
safe haven abroad, or alternate safe haven abroad; and does not receive a USG annuity or pension based on a  career in the US Civil, Foreign, or uniform services.      
    
Eligible Family Member (EFM): Spouse of a U.S. citizen or child a of US citizen as referred to in 6 FAM 111,3, paragraph R, (1) who is at least age 18 and who, in either case, is on the travel orders of a US citizen Foreign or Civil service employee or military service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad and under Chief of Mission authority.

Ordinarily Resident (OR):  A citizen of the host country or a citizen of another country who has established residency in the host country and has the required work and/or residency permit for employment in country.

Non-Ordinary Resident (NOR):  Typically NORs are U.S. citizen EFMs and family members of FS, GS, and Military Personnel who are on the travel orders and under Chief of Mission Authority, or other personnel having diplomatic privileges and immunities.

Member of Household (MOH): Foreign born spouses, dependent children, unmarried partners of the same and opposite sex, parents, other relatives or adult children who fall outside the Department's current legal and statutory definition of EFM.
